One of the fundamental challenges of Cloud Finance is dealing with shared resources. Even at the most granular level - resource level billing - you can still run into cases where the spend on a single line of your bill cannot cleanly be labeled in the way you care about.
In the past, it was often thought that only some resources were shared and, ideally, you'd set up your infrastructure so that there were no (or few) shared resources. But Shared-vs-Not-Shared is a false dichotomy: in practice, all of your resources are shared.
